The rivers near San Sebastián

Three rivers do most of the work. Each has a distinct character. Knowing which one suits your visit helps set expectations.

Leitzarán River

The most productive river near San Sebastián. Clear, cold water. Diverse water types: runs, pools, riffles. Works for nymph, dry fly, and streamer depending on conditions. Catch-and-release only. A Guipuzcoa fishing licence plus a daily permit are required. This is typically the first choice for guided days.

Slightly smaller than the Leitzarán, but more varied in what it offers. The intensive reserve runs for 6 kilometres from the Insalus dam in Lizarza to the dam in the Amaroz neighbourhood. Both rainbow and brown trout are present. The river has good holding water across its length — currents, boards, deep pools — making it equally suited to dry fly, nymph, and streamer work. A productive second day when combined with the Leitzarán.

A smaller, quieter river. Less visited. Suited to anglers who prefer a more technical challenge on narrower water. The Agauntza intensive reserve has its own opening calendar. Brown trout dominant. This is where experienced anglers often ask to fish when conditions on the other two are difficult.

WHAT SPECIES CAN BE FLY FISHED NEAR SAN SEBASTIAN? ​

In the vicinity of San Sebastian, the most prominent species for fly fishing are brown trout and rainbow trout. Although salmon used to migrate up the Bidasoa River and its tributary, the Endara Creek, their presence is diminishing. Despite not being the ideal destination for saltwater fly fishing, there are still some opportunities to catch species such as sea bass, mahi-mahi, and Little tunny.

Atlantic Salmon

Historically present in the Bidasoa, Urumea and Oria basins. Salmon are a migratory species — born in the river, they spend one to three years in the sea before returning to spawn. Populations on the Iberian Peninsula have declined sharply in recent decades and these rivers are not currently managed as productive salmon fisheries. Worth knowing about for context, but trout are the primary target near San Sebastián.

Brown Trout

The native species of the Cantabrian basins — in Euskera, ibai amuarraina. Different from the Mediterranean zebra trout of the Pyrenees: the Atlantic lineage is shaped by cooler, higher-flow rivers fed by year-round rainfall. Wild populations survive in several Basque rivers despite decades of water-quality pressure. They’re not easy fish. Reading the water and presenting the fly correctly matters more here than anywhere. When conditions align, they rise to dry flies. When they don’t, nymph and streamer get the job done.

Rainbow Trout

Less demanding in terms of temperature and water quality, which is why rainbow trout are the dominant species in the intensive reserves, where stocking maintains fishable population density year-round. They fight hard and run fast. In the Leitzarán in particular, there are large individuals worth targeting on streamers. These are the fish most visitors catch on a first guided day near San Sebastián.

San Sebastián is also a maritime city. If your trip extends to saltwater — or your travelling companions want a day on the water without a fly rod — the Cantabrian coast offers charter fishing for several species. These are separate trips with different logistics, not part of guided river packages, but possible to arrange alongside them.

Sea Bass

Present along the Cantabrian coast and at river mouths. Fly fishing for sea bass in the Basque Country is gaining interest — not yet widespread, but the water is there. Best targeted with streamers from the shore or from a charter boat depending on the location.

Mahi Mahi

A migratory pelagic species that can be fly-fished from charter boats in the Cantabrian Sea during summer months. The charter locates surface activity and brings the angler within reach. Fast, explosive fish — one of the most exciting saltwater targets on a fly.

Little Tunny

Similar approach to mahi-mahi: open water, charter assistance, summer season. Little tunny move in schools and feed aggressively at the surface when conditions are right. Short windows of intense action. Not something to plan a dedicated fly fishing trip around, but a genuine add-on if you’re already in the area in season.

San Sebastián has a significant advantage over most Spanish destinations: thanks to the intensive fishing reserves, it is possible to fish trout year-round. Understanding which months work for which format helps planning.

  • October–November: The intensive reserves are fully open. Cold, clear water. Brown trout are active. Fewer visitors on the rivers. Strong window for both guided days and self-guided trips.
  • December–February: Mid-winter. The Araxes and Leitzarán reserves remain fishable. Shorter days, cold mornings. Best for committed anglers or experienced self-guided visitors who adapt to the conditions.
  • March: The general catch-and-release zones begin to open (typically mid-March). The intensive reserves are still running. This is one of the most productive windows of the year — fish are active, water is fresh, and rivers are not yet crowded.
  • April–May: General season is open. More river options available. Spring hatches. Good conditions for dry fly and nymph. Suitable for all formats.
  • June–August: The general trout season is closed in most Guipuzcoa rivers from late July. However, intensive reserves remain fishable through most of the summer. Summer is peak tourist season in San Sebastián — if your trip is fixed in these months, fishing is still possible. Confirm the specific open reserves for your dates when you enquire.
  • September: General season closing, intensive reserves reopening or already open. A transition month that often fishes very well.

Permits and Regulations

Fishing near San Sebastián requires two things: a Basque Country fishing licence and, for most of the best water, a daily permit for each specific river reserve.

Basque Country fishing licence

Required for all freshwater fishing in Guipuzcoa. Foreign visitors need a valid passport. The licence can be obtained online through the Basque Government’s fishing licence portal or in person at Agricultural Regional Offices.

Daily permits for intensive reserves

The Leitzarán, Araxes, and Agauntza reserves each require a daily access permit in addition to the licence. These are purchased separately and are limited in number. Availability varies by date and reserve.

 

Guided trips and packages include all licence and permit processing. You don’t handle any of this. Self-guided trips include full permit management and access instructions — you arrive knowing exactly where you can fish and under what conditions.

The Basque Government currently categorizes fishing licenses into two main types: river licenses and maritime licenses.

To obtain a river fishing license in Euskadi, you need to submit the following documents:

  • ID card, passport, or driver’s license.
  • Citizens of European Union member states: passport or ID document accepted in the home state.
  • Non-European Union citizens: passport.

October to March tends to offer the most reliable river conditions and the fewest competing anglers. Spring gives you more river options. Summer requires a bit more planning around which zones are open, but it works.

Yes, but with caveats. The general trout season in most Guipuzcoa rivers closes in late July. However, the intensive reserves — Leitzarán, Araxes, Agauntza — have their own separate calendars and remain open for significant parts of the summer and autumn. The main fishing rivers are between 25 and 40 minutes from central San Sebastián by car. Not remote. No mountain roads required. You can be on the water before 9 AM without an early start.
Not for guided day trips. The guide handles instruction, fly selection, and technique coaching throughout the day. Most first-timers are catching fish within the first two hours. For self-guided trips, prior experience with fly fishing and reading rivers is required.
